1) The referenced document page doesn't state the possibility of repeats in the
TLV. Do you have another reference that says it can?
What could be handled better is the padding applied to the destination field. I
found this description of it:

Still, it looks like the dissector code is handling the TLV size properly. Do
you have a sample trace showing this problem?
2) This is simply a matter of removing the comments. The code already
implements this well.
